Briefing
for BREEAM Assessors

Two BREEAM credits from one appointment.

Proctor gives your client both the standard and the exemplary BREEAM security credit from a single security appointment, and gives you a validated certificate to upload as evidence. There is no separate scheme process for you to manage.

How the two credits relate

Standard credit

A site-specific Security Needs Assessment (SNA) by a Suitably Qualified Security Specialist (SQSS), with the recommendations incorporated into the design.

Exemplary credit

The security risk management process independently validated against a recognised rating scheme. New Construction V7.1: Hea 08 criterion 4. Refurbishment V7: Rsl 04 criterion 8. BREEAM awards it as an innovation credit, and Proctor is recognised by BRE as a route to it in both manuals.

Because meeting the exemplary credit's requirements also meets the standard credit's, the two are earned together through one Proctor process and one submission.

Unlike an SNA-only appointment, the specialist stays engaged beyond design: recommendations are coordinated with the design team through RIBA Stages 3 and 4, then reviewed measure by measure through construction to practical completion, with a final sign-off by an SQSS.

The Proctor assessment is conducted by a licensed Proctor Assessor Organisation. Toren Consulting Ltd is currently the sole licence holder. During the pilot, it delivers the SNA, the continuing specialist role and the Proctor assessment together under a single appointment, assessing only SNAs it has written itself.

Your role

The evidence you receive

A validated Proctor certificate: an interim certificate at design stage, and a final certificate at post-construction. In most cases the interim certificate is what you will use to confirm the credit.

Ratings

CertifiedMandatory criteria met to a sound standard.
CommendedMet to a strong standard across the board.
DistinguishedMet to the highest standard, including innovation.

Timing and recognition

Raise Proctor as early as you can: BREEAM requires the SNA during or before Concept Design (RIBA Stage 2), a later appointment can still earn the credit where the specialist confirms that nothing which could have been recommended has been ruled out by the delay, and Proctor's cut-off is the end of RIBA Stage 3. Proctor is named in both the BREEAM New Construction V7.1 and BREEAM Refurbishment V7 manuals as a recognised route to the exemplary security credit.
